Title: Semi-Lease System
In the Western Han Dynasty, at the beginning of Emperor Jing's succession to the throne, the world was initially decided, and the people were tired of war. In the first year of Emperor Jing, that is, in May of 156 B.C., a decree came from Chang'an, which shook the entire Han Empire - to recover half rent of people's land, thirty taxes and one.
This policy is not a source of water and a tree without roots. As early as the time of Emperor Wen, in order to reduce the burden of the people, a tax reduction policy was implemented, but it could not be sustained due to the emptiness of the treasury. Now, Emperor Jing has ascended the throne, and he knows that the way to govern the country lies in the peace of the people, and the first thing in the peace of the people lies in the light and meager endowment. Therefore, he decided to restore and formally establish the system of "thirty taxes and one", that is, one-thirtieth of the amount of land is paid to the state as a tax.
As soon as this order came out, the Quartet was in an uproar. Some scholars praised it as a "benevolent government", believing that this move could appease the people and stabilize the society; There were also aristocrats who were secretly dissatisfied, fearing that the reduced taxes would affect their luxurious lifestyles. However, in any case, this decree quickly spread to every corner of the Han Dynasty like a spring breeze.
In a small town in the south of the Yangtze River, the villagers sat around the big banyan tree and talked a lot. They talked about the changes brought about by the new policy, and their faces were full of smiles that they had not seen for a long time. The farmers who were working in the fields also stopped their hoes and passed the good news to each other. An elderly farmer lamented: "In the past, there were heavy taxes, but today I have to breathe." The emperor is sage! ”
In the capital city of Chang'an, an official questioned at the court meeting: "Although the 30 taxes are beneficial to the people, how will the treasury be filled in the long run?" Emperor Jing responded indifferently: "If the people are rich, the country will be strong, and if the people are poor, the country will be weak." I'd rather save money on the court than have food for the people. As soon as these words came out, the civil and military forces of the Manchu Dynasty were silent.
Over time, the policy has begun to show its far-reaching effects. The peasants' enthusiasm for production has been stimulated, and the fields have been used and protected more rationally. Food production steadily increased, and commerce flourished. In the market, goods from all over the world are dazzling, merchants gather, and transactions are thriving.
However, the good times were short-lived, and as treasury revenues dwindled, some necessary state expenditures began to suffer. Repair of border defense, the provision of income for officials, and relief of famines...... Each of these requires a lot of money. Voices began to differ from the DPRK and China, with some advocating higher taxes and others insisting on maintaining the status quo.
Emperor Jing faced unprecedented challenges, and he knew that once the "30 taxes and one tax" were abolished, he would lose his trust in the people, but he also knew that the operation of the country could not be separated from financial support. At this critical moment, a think-tank named Chao Cuo put forward a proposal for the "tuntian system". That is, the implementation of military tuntian in the border areas, which not only defends the territory but also increases taxes; At the same time, the private sector is encouraged to develop wasteland and increase grain production.
After a fierce court discussion, Emperor Jing finally adopted Chao Cuo's suggestion. In the days that followed, the Han Dynasty not only stabilized the frontier, but also promoted the development of the interior, and both agriculture and economy were further developed. The policy of "thirty taxes and one" was also perfected with the supplement of Chao Cuo, and became one of the basic national policies in the late Han Dynasty.
